International socio-economic cluster: strategy of territorial competitiveness

The article considers the problem of the development of the territory of the island “Bolshoy Ussuriysky”. The territory of the island is under the jurisdiction of two countries, Russia and China, the decisions taken to resolve disputes over the ownership of the island in 2004-2008 allowed the formation of infrastructure in the territory to create opportunities for foreign economic activity in various areas, in particular freight and passenger transportation, tourist and entertainment services. The authors conducted a marketing analysis of the competitive capabilities of the Bolshoy Ussuriysky Island in generating income from the use of the island’s territory. As part of the marketing analysis, the justification for the choice of competitiveness positions of the studied object was carried out. A strategic outline of the competitiveness of this territory has been developed using the methodology of the “blue ocean” concept. The criteria for assessing the competitive advantages of the territory as an object of market relations are formulated: the natural and geographical environment, population and industrial resource, international transport corridor (ITC), territory of advanced development (TOP), tourist and entertainment services, scientific tourism, visa-free regime. The strategic outlines of the competitiveness of the two project participants were built according to the developed evaluation criteria. The adaptation of the “blue ocean” methodology has been worked out in accordance with the specifics of the research object. The “focus” of the development strategy for this facility has been determined, the priority of investing in the creation of a passenger and freight transportation complex with a logistics services center. As a result of the analysis of the stages and directions of development of the island territory for the period 2008-2024, complex aspects of the island development process and the creation of a “growth point” for the economic development of the region have been identified.
