Inter-farm land management and consolidation of land shares in the Republic of Azerbaijan

Reforming land relations in Azerbaijan based on the principles of democracy and the rule of law requires a theoretical understanding and consideration of the regularities of foreign experience in carrying out such reforms, especially in states that have solved similar land issues over the past decades. The land reform carried out in Azerbaijan over the past twenty years has some negative aspects and positive results as well. Because of the sharing of land of former collective and state farms, the problem of fragmentation of land plots appeared, which, in turn, does not contribute to the rational use of such lands and the development of agriculture in general. We think the reason is that in the time of the land reform in the country, basic land management requirements for the allocation of land shares in kind were not met. Besides the separated massifs were not evaluated for their agro-ecological properties, suitability for cultivation of various crops. As a result, there was a large fragmentation of landmasses due to small areas of land shares. The article justifies the need to develop necessary land management measures to regulate the use of agricultural land. As the first step in this direction, it is proposed to conduct inter-farm land management works on the consolidation of land plots allocated to land shares. In addition, in order to prevent further fragmentation of land from the allocated land shares, the author of the article proposes to limit the powers of owners of land shares and maintain strict control over their purchase and sale and lease at the legislative level.
