Inter-municipal cooperation in the Republic of Bashkortostan: problems and recommendations for improvement

The relevance of the research topic is due to the need to solve a number of theoretical and practical tasks for the development of mechanisms for ensuring effective inter-municipal cooperation as the most promising form of organization of the territories of local communities. In this article, the author examines the main problems and offers recommendations for improving inter-municipal cooperation in the Republic of Bashkortostan. It is emphasized that the main problems of interaction are associated with insufficient financial independence of municipalities, the presence of institutional limitations of inter-municipal cooperation, insufficient efficiency of municipal associations. The author offers a number of recommendations, such as the use of remote technologies, the mechanism of initiative budgeting, the practice of exchanging experience between municipalities.
