Inter-municipal cooperation is a set of statutory relations between entities, i.e. municipalities, in order to solve local problems. The joint organizational forms of inter-municipal cooperation are varied. According to types, there are commercial and non-commercial establishments; inter-territorial, regional, all-Russian and international associations; economic unions, associations, unions, treaties and agreements. Further development of the foundations of inter-municipal cooperation depends either on strengthening the economic base of inter-municipal associations and the level of responsibility of local authorities for decisions or on deliberate legal policy of the state bodies and legal quality of laws.
