The article considers the intensity and causes and factors range of inter-territorial population movements after the end of the post-war reconstruction period on the example of the West Siberian towns. Authors obtained that adverse climatic conditions, low social standard of living, and relatively low rates of socio-economic and industrial development have led to the situation, when population had left the Western Siberia. It had an impact on the dynamics of the urbanization. Authors show the scale and specificity of migrational connections between Western Siberia and economical regions and republics of Soviet Union, educed its place in the system of inter-regional population movements. It was determined that the transformation of migration stream slightly affected the Western Siberia. This process emerged in 1960-1970s boundary and reside in as a gradual decrease in the movement to the regions with excess working population, well as increase of migrational streams to the eastern and central regions of the Russian Federation. The percentage of decline in population was still high values, particularly in the Ukraine and the Central Asian Republics, in spite of the ZGSNK construction. As a result, authors revealed that Western Siberian towns compare poorly with many other economic regions of the Russian Federation in interregional distribution of demographic resources in 1960s. They have become a source of skilled professionals and engineers for most of the union republics. The shift of the productive forces to the east did not gave to Western Siberian cities an opportunity to accumulate the significant demographic urban resources during this period.
