Population migration in the Russian Arctic in statistical estimates and regional management practice

The relevance of the article is justifi ed by the fact that in the Arctic zone of the Russian Federation is facing a dynamic process of population decline, intensifi ed on the background of the pandemic. A signifi cant contribution to this process is made by the outfl ow of the population. Negative migration growth is a threat to the socio-economic development of the geopolitically and economically important Arctic zone of the Russian Federation. The main idea of the article is that the migration situation in the Arctic territories is specifi c in terms of the direction of fl ows, age and gender aspects that are important in determining the ways of attracting the population to the region. The purpose of the study is to identify the features of the migration situation in the Arctic zone of the Russian Federation in terms of the volume and dynamics of international and interregional migration and to analyze their consideration in the development priorities of the Arctic regions. Scientifi c novelty is related to a comprehensive analysis of the migration situation in the Arctic zone as a whole and on the Arctic territories of individual entities of the Russian Federation and the determination of consistency of the migration situation specifi cs with the migration policy priorities, enshrined in the regulatory documents of the federal level, and in the documents of socio-economic development of the nine entities of the Russian Federation. General scientifi c methods of comparison, synthesis and analysis of information, processing and analysis of statistical data, graphical methods of data representation and visualization were used. During the study we revealed that the the distinctive feature of migration lies in the high potential of the population (especially young aged men) to return to the Arctic regions after receiving vocational education. There is a strong differentiation in migration policy across the Arctic regions of Russia: regions with positive demographic trends have the most developed and detailed strategies in terms of the adoption of specifi c measures designed not only to preserve the local population, but also to attract new residents to their territories.
