The characteristic features of the second migration is a steady increase of its scale, the involvement in the migration cycle of the population of almost all countries of the world, the rapid growth in its share of labor migration. Of great importance to define the role of interstate migration in social processes become its structural characteristics. It is becoming increasingly differentiated on professional qualifications, educational features, function of its members. Constantly growing share is involved in her high-skilled workers. The article deals with the specifics of migration, which plays an important role in socio-economic life of society and acts in such a process, which, on the one hand, is very sensitive to changes in society, and on the other hand - in turn, is an important factor that has a significant impact the formation of dynamic and structural parameters of these changes.. Migration is a complex socio-economic phenomenon, which is contradictory linked to various aspects of economic, social and political life of society, the formation and manifestation of their trends. In the course of migration studies there is a need of differentiation and consideration of two aspects. Firstly, in the narrow sense, migration serves as final form of territorial displacement, which is associated with the change of place of residence, while migration is relocation. Secondly, migration can be interpreted as the relocation in the broadest sense. In this context, migration characterizes any territorial movement that takes place between the various population centers of one or more administrative-territorial units, irrespective of the duration and regularity of task orientation
