Migration attractiveness of Perm krai as a factor of modelling of regional state youth policy

In article the migration attractiveness of the region is considered as a factor of modeling of regional state youth policy. The author analyzes a migration situation in Perm Krai, the attention is focused on high migration moods of youth and a problem of «brain drain». Experience of Japan and the Novosibirsk region for the purpose of identification of effective mechanisms of involvement of experts is considered. Particular importance is attached to «brain circulation» and «brain gain» as possibilities of development of the region.
