In many regions of our country, the hydrological system is the source of the most destructive adverse natural events. And the processes underlying hydrological risks are studied not only by hydrologists, geographers, physicists, and chemists. The trend of the time can be considered an increased interest in this problem of specialists in the field of mathematical, economic modeling and information technology. The paper considers the problem of hydrological risks and possible directions for the development and development of mathematical methods and tools for predicting these risks. The authors consider the use of fractal analysis methods as one of the promising areas. The methodology for determining the economic efficiency of the implementation of measures related to minimizing the negative impact of water and optimizing the protection of destructive adverse events of a natural nature on the territory of the Karachay-Cherkess Republic. Since in recent years, in the territory of the Karachay-Cherkess Republic, there has been an increase in damage from flooding and flooding of territories by the waters of spring floods and rain floods. And world practice claims that the costs of forecasting and ensuring preparedness for natural disasters are 15 times lower than the costs of preventing damage caused.
