Minimizing the risks of municipal infrastructure development projects based on climatic factors

The aim of the work is to study the spatial and territorial aspects that affect the development of communal infrastructure, as well as to ensure the uninterrupted and high-quality supply of communal resources and a comfortable living environment for the population of the territory. An objective and balanced assessment of the impact of these aspects is needed in order to form an organizational and economic mechanism that provides strategic and operational management of projects in the housing and communal services implemented using the mechanism of public-private partnership. The relevance of the study of these aspects and the need to develop elements of such a mechanism is determined by both the high social significance and the underfunding of this area of the regional economy for a long time. When managing the development of communal infrastructure facilities, it is proposed to take into account not only sectoral, but also spatial and territorial features that determine climatic, resource, socio-economic factors that allow minimizing the risks of all subjects of investment activity: factors of resource efficiency; spatial and territorial factors; climatic factors affecting the parameters of the provision of public services and socio-economic factors (characteristics of consumers of public services). And the assessment will make it possible to determine the required level of modernization of communal infrastructure facilities, replacement of worn-out networks and equipment, and positioning of projects for the modernization of communal infrastructure facilities.
