The paper frames an economic development model used for the functioning of the meat-processing and dairy industries of the Chelyabinsk region in 1946–1950. The study of archival ma-terials allows concluding that during the period of 1946–1950, the meat-processing and dairy indus-tries of the Chelyabinsk region were still functioning within the framework of mobilization econo-my. Most capital investments and the attention of the country’s leadership were focused on group A enterprises, while group B industrial facilities remained secondary because of the stringent global situation and internal circumstances affecting the development of the Soviet Union. During this period, the meat and dairy industry expanded its structure and potential. Produc-tion facilities badly needed highly qualified technical personnel. The list of manufactured prod-ucts was still limited and of poor quality because of the lack of raw materials, insufficient produc-tion organization, and poor competencies of workers. The lack of transport at industrial facilities delayed the delivery of raw materials. Thus, the meat and dairy industries were unable to fully complete the IV five-year plan, and the needs of the residents of the Chelyabinsk region for high-quality and diverse meat and dairy products were not fully met.
