A model of rural capacity building

Rural areas are of great strategic importance. They form food independence of the state and its food security. Rural areas are the main supplier of food for the population of the region and the country as a whole. Rural areas are a supplier of raw materials for related sectors of the economy. Rural development depends on the available potential, its condition and development. The potential of the rural areas is formed not only by the agricultural organizations, but also by other forms of production organization (farms, private farms). In the works of scientists, the potential of rural areas is often considered from the perspective of agricultural production, but for the effective functioning of the rural areas, for their effective functioning, social sphere is necessary, which we consider from the perspective of the social potential of the territory. The purpose of the scientific research is to study the theoretical provisions of the potential of the rural areas, to analyze available author's interpretations of this concept. The correlation and regression analysis was used when writing the scientific work. The correlation and regression analysis was carried out using a set of the data for the Nizhny Novgorod region for 2002-2023. During the analysis, a statistical reliability of 95% was set. The conducted research was formed on the study of the theoretical base devoted to the potential of the rural areas. The theoretical basis of the research was the works of Russian scientists, which confirmed the need to develop an author's definition of the category "potential". The study of the potential of the rural areas made it possible to develop the author's definition of the category "potential" and the author's model of capacity building. The work provides a justification for the author's definition of the category under study, as well as the author's characteristics of the potential. Three groups of potential are identified: basic, concomitant and productive groups.
