Model for monitoring personnel and stakeholder management processes in the activities of public unions and associations

The article substantiates a model for monitoring personnel and stakeholder man-agement processes in the activities of public unions, associations and federations, aimed at re-ducing information asymmetry and increasing the manageability of networked non-profit struc-tures. The model is interpreted as an information and analytical circuit that identifies hidden characteristics and actions of actors, transforms heterogeneous signals into management deci-sions, and forms sustainable feedback between personnel policy, project management, and the organization’s development strategy. It is shown that the integration of personnel and stakehold-er monitoring makes it possible to avoid an egalitarian approach to participants in network in-teraction, increase responsibility, and differentiate management responses depending on the combination of qualifications and behavior. Empirical testing of the model was carried out using the example of the scientific and educational public union "Kursk Paradigm" using data from a sociological survey and expert interpretation of the results, which made it possible to identify ar-eas of management risk and substantiate practical recommendations for the development of hu-man resources and partnerships in the non-profit sector.
