The article considers the issues connected with modification of the structure of transport networks of telecommunications of the Russian Federation. A new conceptual principle for organization and operation of transport networks is proposed in the interests of population and all telecommunication operators who use cable and other communication networks on the allocated site for provision of telecommunication services.
