Design model for government projects and programs in constantly changing environment

The aim of this paper is to present a novel design model for enhancing the effectiveness of government initiatives and programs, while considering the constantly changing environment. The research methods used in this study include modeling and factor analysis. The paper introduces a situation-based design model and outlines its key features for the further development of public sector projects and programs. It also details the main techniques and strategies for implementing this model, as well as a description of the major outcomes. A two-step approach has been developed for defining the problem area and visualizing the desired outcome.
