Model for the development of infrastructure in residential areas

The article considers the task of forming infrastructure development projects with the participation of the population and with the use of partial investment by business structures. The article reveals the procedure for considering the opinions of groups of population based on expert assessments and their subsequent processing. The article offers a linguistic scale with the possibility of translation into fuzzy triangular numbers in the range from 0 to 1 to obtain expert evaluations. The priorities of projects obtained after special processing of expert evaluations are used to build a model of forming a set of infrastructure projects that will be funded by the budget and business structures. The model disclosed in the article is presented in two variants: the first variant is focused on the financing of projects from the regional budget, the second - on co-financing from the regional budget and business structures. At the same time, it is allowed to vary the volume of investments and to conduct multivariate calculations, which allow obtaining different sets of projects and, accordingly, different level of satisfaction of the population’s preferences. The proposed model makes it possible to conduct an in-depth analysis of options for selecting projects and to ensure maximum satisfaction of public preferences. The given numerical example makes it possible to ensure the transparency of the proposed model.
