Model of the development of scientific and technical cooperation among the BRICS countries in the field of the complex exploration of the Arctic

The countries of the BRICS alliance recognize the Arctic as the “pole of attraction” of their interests. Declaring their rights to study and develop this region, they call for the declaration of the Arctic as a territory that is “common property”, where not only the Arctic but also extra-regional states have legal grounds. The BRICS countries claim to improve their governance regime, including the introduction of new international rules in the Arctic, which would guarantee the rights of all interested countries. Based on the conducted theoretical and practical research, the authors presented a legal model of international scientific and technical cooperation among the BRICS countries in the field of a comprehensive study of the Arctic, which ensures the ability of countries to effectively respond to major challenges. This model is grounded on a conceptual theoretical basis, which allows analyzing the model from the economic, legal and political perspectives within a common legal system. An important element of the model is the analysis of the international cooperation management system and legal norms governing scientific and technical cooperation in the Arctic, as well as the practice of their implementation. The development of a legal model for international scientific and technical cooperation is based on an analysis of the set of problems, threats and opportunities in the BRICS countries ( SWOT analysis), as well as the establishment of the interaction of these countries with Russia in the field of scientific and technical cooperation in the Arctic, which develops priority areas of legal regulation of international cooperation of Russia in the field of a comprehensive study of the Arctic to provide an effective response to major challenges.
