State policy models in the sphere of interaction with civil society institutions in modern Russia

The article considers the state policy concerning the institutes of civil society in modern Russia. The author offers a new approach to allocate state policy models in this sphere, with the approach being based on the analysis of the most significant approaches to the interaction of NPO and the state, and also the existing experience of relationship of the power and civil society. The author points out that now the noncommercial sector is characterized with a branched structure which includes the socially oriented and human rights organizations and also infrastructure bodies with nature-different functions. It is obvious that under these conditions the political power treats performance of various NPOs and relationship with the similar organizations differently and prefers those "third" sector organizations which are aimed at achieving positive results in state-prioritized spheres. As a result, the author allocates five state policy models in the sphere of interaction with the "third" sector organizations with different degree of state participation in NPO development.
