Modeling Factors Affecting the Time to Fill Executive Vacancies

The article examines the factors influencing the rate of filling vacancies for senior positions in the Russian labor market in the context of a shortage of personnel. Based on the data from the survey “Interaction of the internal and external Labor Market” conducted for the Labor Market Research Laboratory of the National Research University Higher School of Economics (HSE) for 2015‒2023 (13,147 observations from companies in 43 regions of the Russian Federation), the influence of internal and external factors on the duration of the search for managers was revealed. The results show that high wages, the use of online sources, and in-house search increase recruitment time, while wage indexation shortens hiring time. Regional differences have been identified: the search for managers in cities with populations of less than 1 million people is faster than in Moscow and St. Petersburg. It has been found that companies with foreign capital are looking for managers longer than domestic firms. The study demonstrates the specifics of the Russian labor market. The work contributes to the development of an adaptive HR policy in a tense Russian labor market.
