Modeling of human capital development in high-tech and knowledge-intensive sectors of the economy in the context of the genesis of science and education

Economic growth and stable development of any country are directly dependent on innovations that are synthesized by human resources. This paper presents the factors influencing the development of human capital in high-tech and knowledge-intensive sectors of the economy. The article notes that despite the widespread development of the theory of human capital in modern management, there is a significant shortage of quantitative methods and models of its formation. The authors have developed a universal model of human capital development in high-tech and knowledge-intensive sectors of the economy in the context of the genesis of science and education. It is proved that the human capital employed in this field should have special properties and competencies. The model in general includes 14 independent variables consisting of endogenous and exogenous factors, the influence of which on the development of human capital has been proven in the academic literature. The developed model is universal in the sense that the study of the influence of individual factors that make up it can be carried out separately. The initial data for the model can be collected by interviewing employees of high-tech and knowledge-intensive companies for their subsequent statistical analysis.
