Modeling of the management system for the socio-economic development of the sanatorium-resort complex

The research conducted by the author contains a deep analysis of the theoretical and methodological foundations of the system, industry, cluster and network approaches in modeling the management system of the socio-economic development of the sanatorium-resort complex. The sanatorium-resort complex is a complex dynamic system that affects the intensification of transformations of resort territories, regions and the country as a whole. Numerous scientific studies on the problems of the development of the complex emphasize its importance in solving important strategic tasks of the state related to improving the quality of human potential. The analysis of scientific provisions, statistics, data of regulatory and strategic documents has revealed some problems that reduce the effectiveness of management systems, so it is necessary to choose tools for achieving them that correspond to economic realities. The article presents a detailed description of the level of development of the sanatorium-resort complex of the Perm Region with the allocation of certain patterns, including the results of the expert-analytical method of research. A systematic approach to modeling the management system made it possible to clarify the internal and external relations of the sanatorium-resort complex as a relatively separate structure, as well as an element in complex socio-economic systems, and to develop strategies that take into account the priority of achieving various parameters.
