The article considers the modeling of tactical scenarios as a key tool for increasing police readiness for the risks of operational tasks, conducting an in-depth analysis of the problems of artificial simplification of traditional exercises, lack of personalization, material constraints, weak team communication and subjective assessment, leading to failures in real conditions of chaos. Innovative solutions are offered: hyper-realistic mixed reality simulations with AR glasses and virtual crowds, procedural models with different outcomes, AI dynamic scenario generators based on biosensors, predictive risk modeling from incident archives, geolocation applications for real locations and coordination drones for panoramic monitoring. Examples of pilot projects are given – hybrid landfills in federal districts with a reduction in false alarms, AI quests in cities for motivation, drone-controlled scenarios in parks for synchronization. The role of gamification, regional scenario exchange hubs, ethical dilemmas, and long-term data tracking is emphasized to correlate simulations with operations, ensuring proactive anticipation of threats through continuous improvement.
