The relevance of the problem under consideration is due both to the general recognition of the fact that it is people with their knowledge, experience, qualifications and ability to work that become the main factor of development in the digital economy today, and the issues of quantifying the labour characteristics of the population, which in the context of modern production development and global digitalization grows into the problem of assessing the potential of the labour resource represented by the working-age population living and temporarily staying at a particular place of residence.
