Modernization of local government: priorities directions

Conditions for sustainable territory development, the role of population in territory development are reviewed in this article. It was done the definition of “territory potential” and the variant of the term of socio-economic territory potential was done too. Competitive territory advantages, by which territory receive specific preferences, are indicated also in this article. Questions of investment and select management of territory economics are considered.
