Social infrastructure modernization in the region: selection criteria justification

The article considers the results of multiple correlation and regression analysis of thewater supply system of the Kaluga region guaranteeing organization. It considersthe tightness of the correlation between indicators of the status of the guaranteeing supplier and the organization in the region. The author substantiates by statistical method the inexpediency of using depreciation as a criterion determining the degree of priority and the need for modernization of water supply facilities in municipal areas. The author proposes to analyze the water supply system of the region as an open cybernetic system and to adapt the system of comparative indicators of the International Water Resources Association for the Russian reality in order to determine the criteria for the modernization priority of objects in the region.
