This article discusses the management of municipal housing and communal complex; concludes its low efficiency. It is therefore proposed to establish a governance structure of the municipal housing and communal complex with the financial management functions. This structure will allow for high efficiency in the management of municipal housing and communal complex as territorial socio-economic system.
