In the context of the announced transition to superindustrial structures, accompanied by digitalization and networkization of industries, the article emphasizes the need for further integration of industry and its transition to a cross-border interstate level. The creation of intercompany networks of enterprises of industrially developed regions of the Russian Federation and industry of the Republic of Belarus by combining products, services and business models based on digital technologies will have a positive economic effect - it will facilitate the transition from predefined and linear value chains to cost groups, where the value is the result of the collaboration of several economic entities. The priority is the development of the theory of modernization of industrial complexes in the context of neo-industrialization and the development on this basis of practical recommendations to public authorities on improving national and regional industrial policies, which today do not take into account the whole range of structural, technological and organizational changes.
