Monitoring and regulation of spatial inequality to reduce the threat of economic destabilization

The analysis of inequality tendencies in the levels of economic development of regions and federal districts of Russia during the period of 1994-2015 was carried out on the basis of the first Theil index and the Hoover index. Nominal and real GRP are used in the analysis. Divergence is observed between federal districts. It is explained by the multidirectional processes of concentration-dissipation of economic activity in the Russian regional space. The effect of "superpolarization" of the capital and the capital region was revealed. Interregional inequality grows in the period under study. The maximum value of inequality is fixed in 2005, after which slow convergence is observed. Forecast variants of the spatial inequality level, depending on the different rates of economic growth, are defined. The most likely scenario involves a minor regional divergence. A group of problem regions that require priority measures of state regional policy has been identified.
