Monitoring the expected effectiveness during the innovation project implementation in the format of scientific research

The article addresses the problem of monitoring the effectiveness of an innovative project aimed at synthesizing target information in the process of carrying out scientific research. The qualitative dependence of the growth in the volume (quantity) of attracted and generated valuable information at different stages of the project is substantiated. The article shows that the increase in the value of synthesized information is due to its sequential structuring from data to metadata and further to the establishment of patterns in the subject area. It is also shown that the transition to estimating the cost of accumulated information makes it possible to combine the time resource of the project with all other resources and, thereby, reduce the monitoring of its effectiveness to monitoring the degree of achievement of the target effect, which consists in obtaining the expected volume of new (original) results.
