Municipal personnel policy: a sociological analysis (case study of Belgorod)

The article presents the main results of the undertaken sociological research concerned with the implementation of the municipal personnel policy by the local government of the city of Belgorod. The image of the local government of the city was examined by the authors on the basis of assessments given by the population to the prestige of the municipal service, willingness to work in the structure of the city administration, as well as on the basis of self-assessments of municipal employees. The authors discuss the basic reasons why the respondents would like or wouldn’t like to take up the posts in the municipal service. The novelty of the research results consists in development of a set of indicators allowing to evaluate the implemented municipal personnel policy, as well as to determine the modern image of the local government.
