Municipal reform in Russia: myths and reality

The article considers resume of the municipal reform implemented in the Russian Federation for the last 10 years. The author discusses unresolved problems in formation of the economic and legal bases for the local administration, and substantiates ways of the reform continuation and strengthening the municipal government role in the national economy modernization.
