Municipality as the basis of the territorial management system in conditions of digitalization

The article deals with the place and role of municipalities in the political system, as well as the digitalization factor, which significantly affects the entire configuration of political interaction. Despite certain risks of its incorrect application, digitalization can be used as a tool for broad involvement of various groups of citizens in discussing alternatives to political management decisions and improving the quality of public administration as a result of successful interaction between the authorities and civil society. Improving the quality of life of the population is the most important indicator in assessing the quality of territorial management. If this indicator is used not only declaratively, but also in the daily joint work of the administration and citizens, it can become a motivating factor for participating in a dialogue with the authorities, to restore mutual trust, which is currently lost. And municipalities are entrusted with the mission to act as the core, the basis, the primary link in this work.
