The article discusses the policy of the local government of Stalingrad, as well as the behavior and mood of the townspeople before the «big push» to industrial progress. Based on the identified archival materials, the author highlights conditions and remuneration at the enterprises of Stalingrad and pays special attention to the situation with the unemployed, and their attitude to the Soviet regime.
