The given article discusses the foundations of the new social strata of Kyrgyz society in the 20s. The formation methods, the ways and peculiarities are considered. One of the peculiarities of the formation of the Kyrgyz Intelligentsia is the liquidation of illiteracy, promoting the workers and peasants to the communist party and administrative governors.
