The paper discusses the main cultural, informational-psychological and humanitarian challenges of the beginning of the XXI century, directed to Russian society and having a significant impact on national security of the Russian Federation. The author identifies five most notable challenges: informational and psychological; political, associated with the growth of protest moods; “digital” challenge to the public administration system; as well as the challenges caused by the factors of the quality of life of Russian citizens and the amorphousness of the image of the future. It is emphasized that the development and implementation of state policy aimed at a systemic response to the above challenges will take place in a new information landscape, further intensive development of digital technologies. It is noted that in order to solve the problem of ensuring the humanitarian and socio-cultural security of Russia, it is necessary to have a dialogue between the state represented by the current government and various - including protest - segments of society in order to develop conventional grounds for the formation of a nationwide image of the future, which has a prominent value-semantic and symbolic content, as well as significant consolidating potential.
