The article explores the state policy of the Russian Empire and the Soviet Russia towards the indigenous peoples of the North, Siberia and the Russian Far East. Despite the fact that Russia has a unique historical experience of rather long relations between the state and the named group of peoples, the author notes that the government for a long time tended to neglect the interests of indigenous peoples, and the nationalities policy of Tsarist Russia and the Soviet Union was characterized by a set of problems.
