National, ethnic and religious aspects of public safety

The author focuses on the modern possibility of forming a sustainable system of public safety depending on the particular value of national, ethnic and religious differences. The article considers preconditions and trends shaping the measures forestalling systemic threats to public safety based on the values of civil society. The author describes the models of negative and positive public security. It is found, that the latter is feasible only if government removes the negative tension in the society.
