National and territorial state system as factor for the development of the Soviet Russia peoples in the years of 1917-1922 (after the example of the Chuvashia krai)

Actual points of the Soviet State national policy in the years of 1917- 1922 are presented in the article. The notion of "nation" is comprehended as well as the interpretation of federative national and territorial state by organisation of Bolsheviks. Attention is paid to the forgotten People's Commissariat on national affairs of Russia, in particular, to the activity of its Chuvash Department, which played an important role in the political life of the Krai in the years of 1917-1921.
