National programs and projects as a strategic management tools of the country’s socio-economic development

The article discusses the issue of using a programmatic approach to implement strategic priorities in the field of socio-economic development of the country. It is shown that at the moment national programs and projects can be considered as part of the system of state strategic management. The programmatic approach makes it possible to increase the transparency of the public administration system and ensure the linkage of budgetary financing with specific goals of socio-economic development. The key problems of using the program approach in the field of state strategic management have been identified. In the preparatory phase, there is a lack of elaboration of programs and projects and a lack of coherence between data at different levels. During the implementation phase, low responsiveness and incomplete reliability of project and program implementation information, emerging risks and deviations were identified. At the completion stage – low quality and ambiguity in summing up the results of programs and projects, lack of public expertise. It is concluded that, despite significant positive shifts in the field of state strategic management of socio-economic development, the goals and objectives of the program approach have not been fully implemented to date. The main ways of solving the identified problems are proposed, aimed at the development of the sphere of program and project management
