Employees of organizations: qualitative and quantitative identification based on manifestations of precarious employment

The article reveals the problems of precarious employment in the aspect of assessing the state and dynamics of its manifestations in the formal economy - in the segment of employment for hire. Qualitative and quantitative identification of groups of employees of organizations based on verified indicators of precarious employment was carried out on the basis of data from the Russia Longitudinal Monitoring Survey - Higher School of Economics. Three groups of employees are identified: 1) sustainably employed (there are no indicators), 2) transition group (there are from one to three non-key indicators), 3) precariously employed (there are key indicators that may be accompanied by non-key manifestations of precarious employment). Quantitative estimates of these groups were obtained as of the beginning of our country's entry into a new stage of development in 2022. It was revealed that in 2021 among the employees of organizations, the precariously employed prevailed - they made up 87.2%, including a moderate concentration of indicators distinguished 45.4% of employees, a high concentration - 33.8% of employees, and the most vulnerable position (with the highest concentration of indicators) had 8.0% of employees. The transitional group of employees numbered 5.3%, and only 7.5% of employees of organizations were sustainably employed. The conducted quantitative assessment of the selected groups of employees based on the manifestations of precarious employment in dynamics over a ten-year period (2008-2021) by "reference points" - 2008, 2014, 2020 and 2021, showed that the "compositional" situation with the quality of employment in the formal sector haven't changed in principle. The share of sustainable employment in the period under review was low, remaining at less than 10%, and precarious employment with different concentrations covered more than 80% of employees. The results of the study indicate the need for comprehensive measures to improve the quality of employment in the formal sector of the economy and reduce the manifestations of precarious employment.
