In 2018 there is a transition period, in which the rate of deductions will be 20 percent. However, in full volume payments from transfer by tax payers will come to local budgets, only starting from 2020. The advantages of the innovations will be the expansion of the capabilities of local authorities that will be able to use the local budget to improve the quality of life of every Russian.
