Directions for improving the efficiency of the use of municipal property based on the application of a program-oriented approach

The article is devoted to topical issues related to the formation and use of municipal property, methods for determining the effectiveness of management in the field of municipal property, improving the quality of property management based on a program-oriented approach. Municipal property includes property necessary for solving issues of local importance, including municipal lands; property intended for the exercise by local governments of the state powers assigned to them, as well as for ensuring the activities of local governments, municipal employees, employees of municipal enterprises and institutions. The management of municipal property is effective if the goals and objectives for which this property is in municipal ownership are achieved, namely, to ensure vital activity and create a comfortable environment for the population. One of the many tasks facing public authorities is the most effective management of state property to ensure the provision of financial and social benefits to citizens. Practice confirms that it is the provision of such necessary financial and economic foundations of local self-government as municipal property, which are both an instrument for improving the quality of life of the population and a source of increasing the effectiveness of the municipal financial architecture itself, that ensures effective management of municipal property as a truly effective mechanism for eliminating problems and issues in the field of local finance.
