The increasing volumes of oil and gas production in our country contribute to the development of the oil and gas industry and the construction of new facilities in the industry under consideration. This process determines the need for an accurate and faster approach to estimating the cost of constructing oil and gas industry facilities already at the pre-project stage, when an investment program is formed and investment contracts are concluded. As an approach satisfying the stated properties, the author proposes a model for calculating the cost of projects for the construction of oil and gas industry facilities at the pre-project stage, which is based on determining the cost of the construction of facilities, taking into account the enlarged cost-forming parameters of the objects under consideration. The article presents the results of the approbation of the approach proposed by the author, which made it possible to prove the practical significance of the tools proposed in the work and the possibility of its application to determine the cost of the construction of oil and gas industry facilities at the pre-project stage and further investment decisions on the objects under consideration.
