Directions for the development of state financial support measures for production automation

The article explores the directions for developing state financial support measures for production automation in the Russian Federation. The research aims to analyze international experience and develop proposals for improving state policy to achieve the national goal of entering the top 25 countries in the world by robot density by 2030. Based on an examination of the experience of China, South Korea, and Germany, the authors propose a two-stage model for the development of state support measures. The first stage, to which modern Russia belongs to, is characterized by establishing basic conditions: forming a legal framework, providing direct financial support (subsidies, tax incentives) in key industries, developing infrastructure, and training personnel. The second stage, characteristic of leading countries, involves a shift in focus towards fundamental research, support for SMBs, development of an innovation ecosystem, and regulation of the socio-economic consequences of mass robotization. The conducted comparative analysis confirms that Russia is at the initial stage and needs to concentrate on first-stage measures for effective development, increasing the amount of R&D funding and enhancing coordination between science and industry.
