The directions of reduction of accumulated environmental damage on Arctic territories of the European Northeast

The key issues to solve the problem of accumulated environmental damage (AED), including the identification of the responsible for the damage, funding sources and methods to liquidate damage, are presented. Many countries became interested in AED problem because of public attitude towards the quality of environment that resulted in development of special state policy and legislation. In most countries, measures for AED liquidation are partly or completely funded by the state. In Russia, these issues are also in focus of attention. For instance, now legal framework is in process of formation, inventory of AED objects is going on, approbation and accumulation of experience of environment systems recreation in Arctic conditions, both from organizational and technical points of view, are conducted on large pilot projects. AED objects on Arctic territory of the European Northeast are lands polluted by Fuel & Energy Complex wastes. Because of this, recreational measures are connected with recultivation of lands and water objects, polluted by petroleum products; coal production wastes. Application of advanced experience, search for new technologies with account of northern territories recovery specifics in combination with free access to information, participation in Russian and international researches will solve the problems of accumulated environmental damage.
