Modern information globalization, considered as an era of innovative social development, in which the priority role is occupied by the widespread dissemination of information technologies, makes more and more stringent requirements for understanding the role of a person in a new type of economy. The modernization of the modern economy, as shown by numerous studies and the experience of developed countries, depends on a number of prerequisites. First of all, this is the growing role of knowledge, the creation, dissemination of information and the development of technologies, because it was the information and technological explosion that gave rise to the formation of a new personality, with new desires, values and innovative attitudes. The article presents the results of the analysis of the nature of the influence of basic formal and informal socio-economic institutions on the processes of formation, development and improvement of innovative personalities in the domestic economy as a whole and the republican economy of the Republic of Tatarstan
