Areas of improvement non-state pension provision in Russia

The relevance of improving non-state pension provision in Russia is due to the relatively low level of involvement of citizens in the use of such an institution of pension provision as non-state pension funds. In the Nordic countries, such as Norway, Finland, Denmark and Sweden, national non-State pension funds play a significant role in achieving a sufficient level of pension provision for persons of retirement age. The article suggests the following areas of improvement of non-state pension provision in Russia. First, strengthening the importance and involvement of non-state pension funds in the pension system of Russia, through their popularization. Secondly, the abolition of "pension slavery", or the ban on the transition from one pension fund to another with the loss of investment income, if the transition is earlier than the expiration of five years of being in the same fund. Third, the expansion of the permitted activities of non-state pension funds (insurance, medicine/telemedicine, patronage, etc.) by replacing part of the cash payments with certain services at the request of the participants. Fourth, the removal of prohibitions on the offer of benefits when advertising non-state pension funds of their products in the mandatory pension system.
