Peoples federalism: problem statement

The form of government in Russia was not the result of intrusion of any doctrine but a natural result of the country's ethnic, geographical and economical diversity. The "multinational people" is a source of the Russian law. The term "nation" is used with a double meaning: as a citizens of a nation (state), in the western interpretation of this term, and in the ethnic aspect. The Russian Constitution was adopted on behalf of the "multinational people of the Russian Federation" and the form of the Russian statehood may be called "People's Federalism".
