Population of the Penza region as a factor of the innovative development

The article presents the research results studying how the Penza region residents treat the innovative forms of population accounting and control by state. The urgency of the stated problem is associated with the objective for a region, as well as the country, to transfer to the innovative model of the socioeconomic development, practical implementation of which will largely depend on the willingness of the population to understand and use the innovations. The research findings show the low innovative activity in the region.
