Scientific and technological potential as a key factor in the economic growth of the region (on the example of the Republic of Tatarstan)

In the conditions of the sixth technological order, which is actively gaining momentum, scientific and technological progress and the ability of economic systems to adapt to the emerging systemic transformations are becoming the most important factor in economic growth. The lack of proper attention to the issues of stimulating the research sector of the economy predetermines significant risks of loss of global competitiveness and “freezing” in the industrial development paradigm, which is obviously inferior in terms of its qualitative characteristics to post-industrial models of economic dynamics. In this regard, the issues of searching for optimal models of economic development in the context of a paradigm shift and institutional conditionality of economic processes are beginning to interest the scientific and expert community more and more. Considering the foregoing, the aim of the work is to develop tools for empirical evaluation of the scientific and technological progress of the region, in accordance with the doctrine of the need to conduct research based on the principles of relative analysis of the effectiveness of the scientific and technological potential of the region; as well as the development of a multi-parameter function that evaluates the impact of the scientific and technological potential of the region on the dynamics of its economic development. The research is based on index methods of analysis, aggregation and systematization of data in accordance with their content characteristics, as well as tools for modeling Solow production functions. The results of the analysis consist of proven patterns that substantiate the hypothesis of the need to stimulate scientific and technological development in modern conditions as a key strategy for the sustainable development of regional economic systems. On the basis of the constructed production logarithmic function, it was found that the NTP factor for the Republic of Tatarstan forms a higher level of multiplicative impact on the GRP dynamics than, for example, the factor characterizing the labor potential. In accordance with the results obtained, an increase in the index of the scientific and technological potential of the region by 1% leads to an increase in the GRP of the region by 1.277%. This indicates a high level of sensitivity of the republic to the processes of scientific and technological development.
